The Urbanism Service aims to inform and support the private individuals and professionals on their projects. The objective is to ensure a coherent development of the territory by maintaining a balance between existing and future projects.

The main missions of the Urban Planning Department are:

– The physical and telephone reception of the public;
– The processing of the requests for authorizations relating to the right of the grounds (certificates of town planning, preliminary declarations of works, building permit, planning permission …);
– The pre-instruction and instruction of certain urban planning authorizations.

Forms for building permits

Permis de Construire / Permis d’Aménager


  • Création d’une surface de plancher ou d’une emprise au sol supérieure à 20 m²

  • Changement de destination avec travaux modifiant les structures porteuses ou la façade du bâtiment

  • Extension créant une surface de plancher ou une emprise au sol comprise entre 20 m² et 40 m² n’ayant pas pour effet de porter la surface de plancher ou l’emprise au sol totale de la construction au-delà de 150 m²



Déclaration Préalable


  • Une construction dont la surface de plancher ou l’emprise au sol est comprise entre 5 m² et 20 m² : extension, garage, abri jardin clos ou ouvert, véranda, pergola, auvent, terrasse (voir fichier réglementation ci-dessus)

  • Une extension ayant pour effet de créer une surface de plancher entre 20 m² et 40 m² : si elle ne porte pas la surface totale de la construction au-dessus de 150 m²

  • La construction d’une piscine : voir fichier réglementation ci-dessus

  • Travaux sur construction existante modifiant l’aspect extérieur : remplacement de fenêtres, de portes, création d’ouvertures en façade, remplacement ou création de fenêtre de toit, ravalement des façades, isolation extérieure, réfection de la toiture, remplacement de garde-corps

  • La pose de panneaux photovoltaïques, de capteurs solaires (au sol ou en toiture)

  • L’installation d’un climatiseur

  • La pose d’une clôture, d’un portail

  • La réfection de la devanture d’un commerce

  • Le changement de destination sans travaux ou avec des travaux qui ne modifient pas les structures porteuses du bâtiment ou sa façade



Certificat d’Urbanisme


  • Le CU est un document qui indique les règles d’urbanisme applicables à un terrain donné. Il en existe 2 types. Le CU informatif permet de disposer d’informations sur la situation d’un terrain. Le CU opérationnel apporte des informations sur la faisabilité du projet.



Début des travaux / Travaux terminés


  • Déclaration d’Ouverture de Chantier : document qui permet de signaler à la mairie le commencement des travaux. Elle concerne le bénéficiaire d’un permis de construire, d’un permis d’aménager et d’une déclaration préalable. Elle doit obligatoirement être adressée dès le commencement des travaux

  • Déclaration d’Achèvement et de Conformité des Travaux : le titulaire d’une autorisation d’urbanisme ou la personne qui a dirigé les travaux doit adresser une DAACT à la mairie pour signaler la fin des travaux. Cette déclaration est obligatoire pour les travaux ayant fait l’objet d’un permis de construire, d’un permis d’aménager et d’une déclaration préalable

Establishments open to the public are subject to specific safety and fire regulations, as well as accessibility for people with reduced mobility.

What is a Public Access Building?

An ERP is a public or private building, premises or enclosure to which outsiders (customers) other than employees are admitted either freely, free of charge or in return for some form of participation, whether restricted or by invitation. These establishments must be designed in such a way as to limit the risk of fire, alert the occupants of a disaster, facilitate their evacuation, enable the emergency services to be alerted and facilitate their response. They are classified according to type and category, which define the regulatory requirements.

Bonds

Establishments open to the public (ERP) are required to equip themselves with an automated external defibrillator in accordance with articles L. 123-5 and L. 123-6 of the French Building and Housing Code (and article L. 5233-1 of the French Public Health Code) according to the following timetable: the text comes into force on 1 January 2020 for category 1 to 3 ERP, 1 January 2021 for category 4 ERP, and 1 January 2022 for category 5 ERP. Note that when several ERP are located on the same site, the AED equipment can be pooled. The same geographical location means that the shared AED can be accessed, at any time, within a timeframe compatible with a cardiac emergency, i.e. less than 5 minutes.

If you own or manage an establishment open to the public

1. Examination of applications :

The Commune consults the Fire and Rescue Service (SDIS) and the Departmental Directorate of Territories on accessibility for people with reduced mobility. The application must be submitted to the Mairie within 4 months. In the event of a request for additional documents, this period does not start to run until the missing documents have been received.

2. Application for acceptance of work :

1st to 4th category and 5th category buildings with sleeping quarters must request a visit from the safety commission 1 month before the establishment opens.

3. Frequency of safety inspections :

Depending on the type and category of the establishment, periodic inspections are organised on a regular basis (every year or every 5 years).

When should I apply for Planning Permission for an ERP not subject to Building Permit?

  • alterations to internal layout, changes of use of premises, extensions ;
  • developments likely to alter the conditions of access to the establishment ;
  • works subject to the submission of a Preliminary Declaration

ERP accessibility

2015 was the deadline set by law for making establishments open to the public accessible. The programmed accessibility agenda (Ad'AP) allows any manager or owner of an ERP to continue or complete the accessibility of their establishment after 1 January 2015

PUBLIC ACCESSIBILITY REGISTER

Since 22 October 2017, a public accessibility register must be made available in establishments open to the public. It must be possible for the public to consult it on site at the establishment's main accessible reception point, or in electronic form if required. Its purpose is to inform the public about the degree of accessibility of the establishment and its services. It is a communication tool between the establishment and its public. BEWARE OF ABUSIVE AND THREATENING COMMERCIAL OFFLOADING

The Commune of Séez has issued a decree laying down general regulations for the assembly and commissioning of lifting equipment and accessories known as cranes (GMA and GME) within the municipality, in order to guarantee safety.

When a request is made to install lifting equipment in the municipality, a number of documents must be submitted to the Town Hall: before the crane is erected (PHASE 1) and after erection for commissioning (PHASE 2):

  • Phase 1: Issuance of assembly authorisation
  • Phase 2: Issuance of the commissioning order

Authorisation is required in the municipality regardless of whether the installation is on private or public land.
